Expanding Availability in the Special Case Program
How additional program resources allow more requests to be supported over time.
The Special Case program exists to help address situations where standard options may not be available due to limited program resources and capacity.
Each request reflects a real need, and every application is reviewed with care. Because resources are finite, not all requests can be supported in every review cycle. As capacity grows, the program is able to responsibly support more cases over time.
How Special Case Reviews Are Managed
Special Case requests are reviewed individually and assessed based on the program’s available resources and operational capacity at the time of review.
Many applicants describe circumstances involving financial hardship, health concerns, or transitional life challenges. These realities are taken seriously during the review process. However, because the program must operate within its available resources, not every request can be approved immediately.
To ensure fairness and consistency, reviews are conducted independently and without preference, and previously reviewed files may be reconsidered in future cycles as capacity allows.
What Expanding Availability Means
Expanding availability refers to the program’s ability to support additional cases as its underlying resources grow.
This expansion is gradual and responsible. It depends on the program’s capacity to maintain careful review standards, administrative support, and long-term sustainability.

Recognizing Financial Uncertainty
Many people who apply to the Special Case program are navigating financial uncertainty, limited income, or periods of instability. We recognize that for many applicants, contributing financially is simply not possible, and that is fully understood and respected.
Choosing not to contribute is expected and appropriate for many people. The program is designed so that access, eligibility, and future consideration are never affected by an individual’s ability or decision to provide support.
